FINA (French; Fédération internationale de natation, English; International Swimming Federation[a]) is the international federation recognized by the International Olympic Committee (IOC) for managing international competition in the field of water sports. It is one of the few international federations that governs a particular sport or discipline for the IOC and the international community. It is headquartered in Lausanne, Switzerland.

FINA currently oversees competition in six water sports: swimming, diving, high diving, artistic swimming, water polo and open water swimming. FINA also oversees the "Masters" (for adults) competition in their respective disciplines.

On July 24, 2009, Uruguayan Julio Maglione was elected President of FINA. FINA was founded on 19 July 1908 by the Belgian, British, Danish, Finnish, French, German, Hungarian and Swedish Swimming Federations at the Manchester Hotel in London, England, at the end of the 1908 Summer Olympics.

FINA membership meets every four years and this meeting usually coincides with the World Championships. There are two types of regular or "ordinary" conventions: General and Technical. The highest authority of FINA is the General Congress. Any technical issue related to FINA's five water disciplines is determined by the Technical Congress. Each Congress has two voting members from each Member federation and the following non-voting members:

The 22 members of the Bureau, the Honorary Life Chair, and all Honorary Members. The Technical Congress has the following non-voting members: all members from the relevant Technical Committees. The "Extraordinary" Congress is also occasionally called upon to deal with a particular issue or issue of concern (for example, the 2009 World Championships and the Extraordinary Convention were held to review the Masters swimming rules; there was a General Convention at the 2009 Worlds). All Congress meetings are chaired by the FINA president.

Between meetings of the Congress of all membership, a smaller 22-member representative body, called the FINA Bureau, meets to act on time so that it cannot wait until the entire body is held. It is the Bureau that elects the FINA Enforcement Officers. The various committees and commissions also assist in the oversight of individual disciplines (eg the Technical Open Water Swimming Committee assists with open water) or on issues related to the issue (eg the FINA Doping Panel).
